I’m meeting a business contact in one city, then traveling to others together. Would an airport parking lot be safe to leave my car until we return to the city we’re meeting in?

Yes, that is perfectly legal and just as safe as leaving your car in the airport lot while you are flying.

there is nothing to stop you from doing so. The airport will not know if the car in the lot is a passenger or not.

Yes, but some of these parking facilities are owned by the airport, and some are privately owned (depending on the airport),but anyway, they have no way of knowing if you are flying or not.Be aware that they are not responsible for your car,or contents within.
